Technical Analyst (Special Programs), Lead

LCAT: Intermediate II Business / Financial / Management Analyst (eFAST)

Location: Remote (must reside in the Washington, DC metro area)**

Travel: Occasional travel to FAA Headquarters (Washington, DC) as required

Position Summary

The Technical Analyst (Special Programs), Lead provides mid-level analytical, financial, and programmatic support for FAA Airports (APP) initiatives, with a focus on special programs, regulatory analysis, audit response, and benefit-cost analysis. This position serves as a lead analyst , coordinating work assignments, reviewing analytical outputs, and supporting senior staff in the development of FAA documentation, reporting, and program assessments. The role supports tasks under the program reporting, audit support, and documentation components of the SOW.

Key Responsibilities Program, Business & Financial Analysis
  • Conduct business, budget, and financial analyses for FAA Airports programs, including assessments of funding usage, program performance, and operational processes.
  • Evaluate business processes and recommend improvements to enhance efficiency, compliance, and accountability.
  • Support preparation of technical documentation, program reports, workflow analyses, and guidance updates.
Lead Analyst Responsibilities
  • Provide day-to-day analytical leadership, including assignment coordination, review of team outputs, and ensuring quality and accuracy of analytical products.
  • Support senior management by tracking task status, monitoring deliverables, and assisting in development of inputs for MSFRs and quality reviews.
  • Mentor junior analysts and provide technical direction on methodologies, data validation, and regulatory compliance.
Audit & Internal Controls Support
  • Support audit responses and corrective action development for GAO, OIG, internal control reviews, and other oversight engagements.
  • Analyze audit findings and assist in the development of recommendations to strengthen internal controls and program governance.
  • Contribute to internal controls assessments required under the SOW.
Regulatory & Legislative Analysis
  • Conduct analytical research on federal regulatory requirements and legislative mandates such as NEPA, Buy American Act, and TIFIA.
  • Assist in preparing summaries, analyses, and recommendations on regulatory impacts to FAA Airports programs.
  • Support preparation of guidance materials and internal briefings related to compliance.
Benefit-Cost Analysis (BCA) Support
  • Contribute to development of cost/benefit analyses for FAA airport infrastructure projects.
  • Assist in building or updating BCA tools, assumptions, and models under senior economist guidance.
  • Validate inputs, conduct sensitivity checks, and prepare supporting documentation for BCA findings.
Technical Documentation & Reporting
  • Provide analytical contributions to FAA reporting products, including sections of the NPIAS report, audit responses, internal controls documentation, and program guidance.
  • Perform data verification, quality checks, and formatting to meet FAA standards and Section 508 accessibility requirements.
Required Qualifications
  • Bachelor's degree from an accredited U.S. college or university in accounting, business, finance, law, or related fields.
  • 5 years of experience in business management, budgeting, financial analysis, or business process analysis, of which at least 2 years must be in a lead or supervisory analytical role .
  • Experience supporting audits of government programs , including GAO, OIG, and internal control audits.
  • Experience analyzing regulatory programs or legislation , including NEPA, Buy American Act, TIFIA, or similar frameworks.
  • Experience with cost/benefit analysis methodologies or financial modeling.
  • Strong analytical, documentation, writing, and organizational skills.
  • Must reside in the Washington, DC metro area and be able to travel to FAA Headquarters as required.
