Job Description

The duties that the incumbent of the vacancy will be expected to perform. Duties Description The PE1 (Civil/Transport) will be the Team Leader responsible for performing structural and safety inspection of bridges, overhead signs / high mast lighting, bridge culverts, retaining walls and gantries. Inspections will be in accordance with National Bridge Inspection Standards, NYSTA policies, and when applicable, NYSDOT policies. This position will have direct supervision and guidance over an Assistant Team Leader.The Team Leader Bridge will be expected to work Monday – Friday, 7:30 a.m. to 3:30 p.m. The work schedule may vary depending on the specific operations conducted throughout a project. This may involve working nights, evenings and on weekends. The Team Leader Bridge may also be asked to report to inspect on an emergency basis in response to structure failure or impact from the traveling public. Duties will include, but are not limited to the following: • Field inspections, and, accessing structures via various methods (ladder, platform, aerial lifts, UBIU).• Generation of reports compilation of schedules, inventory updates and any other tasks deemed necessary to ensure the sufficient delivery of the structure inspection program for the NYSTA.• Additional duties as assigned.

The minimum qualifications required for this vacancy. Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service to a Grade 23 or above and eligible for transfer under Section 70.1* of the NYS Civil Service Law.*All transfer candidates are required to have a NYS Professional Engineer’s license with current registration. NY HELPS Qualifications: A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below. Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees. Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
